Serving Everyone: Using Scanning to Improve Access for Citizens
How intelligent document scanning transforms government records into accessible, equitable, and citizen-focused services
7 min read
60-Second Summary
Federal agencies still rely on paper-heavy workflows that slow response times and block citizen access to records. Intelligent document scanning turns those backlogs into searchable digital files, reducing staffing demands, enabling remote access, and meeting FADGI and NARA compliance standards. OPEX® scanning solutions, such as the Falcon®+, Falcon®+ RED™, Gemini®, and Velo™ Series, give agencies a direct path to faster, more equitable service delivery.
Q: How does document scanning improve citizen access to government information?
A: By transforming paper records into searchable digital files, agencies reduce response times, enable remote access, and deliver equitable service to all citizens.
The Access Gap In Citizen Services
When a veteran requests benefits records, a resident appeals a property tax assessment, or a family member seeks immigration documents, the speed and accuracy of the government’s response depend on one fundamental capability: getting information from paper and into digital form — fast.
Federal agencies face a pressing mandate. As of July 1, 2024, NARA requires agencies to digitize permanent records created in analog formats before transfer, and to manage all permanent and temporary records in electronic format with appropriate metadata. For many agencies, the gap between that mandate and current operational reality remains wide.
Paper-based backlogs, limited physical storage, and manual retrieval workflows consume staff time that should be spent on mission-critical work. Citizens wait longer for responses. Remote staff lack secure access to records. And physical documents remain vulnerable to loss, damage, and unauthorized access.
Intelligent digitization closes that gap. When agencies invest in modern scanning solutions, paper records become searchable, auditable digital assets, accessible to authorized staff anywhere, and retrievable in seconds rather than days.
Digitization as an Accessibility Enabler
Access to government information is not just an operational issue. It is an equity issue. When records remain in physical files, access depends on geography, office hours, and staff availability. A citizen in a rural county, a veteran navigating a claims process, or a small business owner seeking public documents all face the same barrier: the information they need exists, but it is not reachable.
Intelligent document scanning removes those barriers. Once records are digitized, OCR technology converts images into searchable texts, allowing staff to retrieve documents instantly using keywords, dates, or identifiers rather than manually sorting through boxes. Metadata tagging ensures that the right record reaches the right person, through the right channel, without delay.
Digitized records support Freedom of Information Act (FOIA) requests, audit processes, and public transparency by making every scanned page more accessible as a public asset.
Agencies at NARA, the VA, CMS, and USCIS all manage high volumes of citizen-facing correspondence, applications, and compliance files. The volume of incoming documents does not shrink, but with the right scanning infrastructure, staff capacity to serve citizens expands significantly.
From Records Rooms to Digital Readiness
Physical records storage creates a practical ceiling on what agencies can accomplish. Space runs out, retrieval slows, and staff hours that should be spent addressing citizen needs are absorbed by paper management.
Digitization removes that ceiling. When OPEX scanning solutions convert incoming mail, historical backlogs, and mixed-media documents into indexed digital files, agencies gain the flexibility to serve citizens wherever they are, not just at the nearest records office.
Remote and hybrid federal workforces depend on this capability. A claims processor working from a regional office needs the same access to case files as a colleague in Washington, D.C. Secure digital records, accessible through role-based permissions and encrypted workflows, make distributed service delivery practical.
Technology in Action: OPEX Scanning Solutions for Government
OPEX offers a family of scanning solutions designed specifically for the volume, compliance requirements, and document diversity that government agencies face.
Falcon®+
The Falcon+ scanner processes a wide range of document sizes and types, from thin historical materials to mixed-media batches, with minimal operator preparation. CertainScan® software automates job classification and supports in-line OCR, barcode recognition, and OMR, turning incoming mail into structured, searchable records without manual data entry.
Falcon®+ RED™ (Rapid Extraction Desk)
The Falcon+ RED integrates envelope opening, extraction, and scanning into a single one-touch workflow. Mail arrives at the workstation, and documents exit as indexed digital files, without separate opening, sorting, prepping, or copying steps. Built-in multi-feed detection, ultrasonic sensors, and a verifier unit ensure every document is captured completely and accurately. Audit trails, role-based access controls, and encryption support compliance with FADGI and NARA 36 CFR 1236 standards.
Gemini®
The Gemini scanner uses Right-Speed™ technology to automatically adjust scanning speed based on document type, ideal for agencies managing high volumes of mixed-format records. Its adaptive approach reduces document handling time and operator intervention, supporting consistent output across large-scale digitization projects.
Velo™ Series
The Velo Series delivers FADGI 3-star compliant image quality for agencies digitizing permanent records and archival materials. Available in the Velo 3000 and Velo 6000 configurations, the series combines variable input pressure, multi-feed detection, and digital Bates stamping for audit-ready workflows. Its ergonomic touchscreen controls and low-maintenance LED illumination reduce operating costs during extended digitization projects.
FADGI 3-star compliance is available on the Falcon+ and Velo 3000 and 6000 Series scanners.
Case Study Spotlights
Real-World Use Case
Leon County Supervisor of Elections
The Leon County Supervisor of Elections office in Florida manages voter registration, elections, and the processing of civic documents for approximately 190,000 registered voters. During the 2021–2022 election cycle, an influx of initiative petitions and voter registration applications overwhelmed the county’s manual processes.
Before implementing the OPEX Falcon+ RED, petition processing required 12 staff members who could handle only petitions. After deploying the solution, that workflow now requires three people, a 75% reduction in staffing needs for that process. Returned mail processing, which had four to five staff members, was reduced to one, a 60% reduction.
The scanner handles documents dating back to the early 1900s, including thin, film-like materials and cardstock that conventional scanners cannot reliably process. As petitions are scanned, the system automatically assigns circulator numbers, reads barcodes, organizes documents by circulator in CertainScan software, and flags potential errors for audit review.
Leon County has processed more than 418,000 voter registration cards for retention and more than 20,000 returned mail pieces through the solution. The office is currently digitizing 209 boxes of historical voter registration records, with approximately 2,000 documents per box.
“We’re always looking for technology that serves multiple purposes rather than election-specific equipment that sits idle between cycles. It’s important that we spend our tax dollars in the best way possible.” — Christopher Moore, Deputy Supervisor of Elections, Leon County Supervisor of Elections
Real-World Use Case
Wisconsin Department of Transportation
The Wisconsin Department of Transportation’s DMV faced a document-processing environment with disparate systems for mail, overnight envelopes, faxes, driver’s license images, and other correspondence. Transaction integrity was a persistent challenge because documents were physically handled multiple times before reaching their destination workflow.
After deploying OPEX Falcon+ RED scanners, the DMV achieved 100% same-day processing of mail and documents on a single machine. The solution reduced physical document touches by 83%, and zero operator intervention is now required to identify transaction boundaries. Each scanned envelope and its contents receive a unique ID at the scanner, which is routed electronically to OCR and then to OnBase® workflows through Naviant® for validation and data capture.
“The state was facing the task of processing a wide variety of scanning requirements, including being able to scan everything from a driver’s license, glossy photographs, and the full spectrum of DMV documents. The goal was to retool the process to gain efficiency and accuracy.” — Chris Krause, Managing Principal Consultant, Naviant, Inc.
Compliance and Citizen Trust
Every digitized record carries a legal and ethical obligation: the image must accurately represent the original, the chain of custody must be documented, and the file must remain retrievable for as long as the retention schedule requires.
OPEX scanners with FADGI capability produce images that meet the Federal Agencies Digital Guidelines Initiative 3-star standard, the benchmark for archival-quality digital records. CertainScan software provides full audit traceability, logging operator actions, document IDs, and processing timestamps at every step. Role-based access controls and encryption protect sensitive citizen data from unauthorized access.
NARA’s regulations under 36 CFR 1236 set the technical standards for digitizing permanent federal records. Agencies that deploy OPEX scanning solutions gain a direct path to compliant digitization without manual workarounds or post-scan remediation.
For agencies under FOIA pressure, compliance mandates, or audit scrutiny, that traceability is not optional. It is the foundation of public trust.
A Government Without Walls Starts With a Scanner
Government agencies exist to serve citizens, all of them, wherever they are. When records remain trapped in paper, that mission encounters a physical barrier. Digitization removes the barrier.
OPEX scanning solutions transform incoming mail, historical backlogs, and mixed-media archives into searchable, compliant digital assets that staff can access remotely, citizens can receive faster, and auditors can verify completely. The Falcon+ RED, Gemini, Velo Series, and Falcon+ each address specific workflow challenges that federal, state, and county agencies face every day.
Leon County reduced its petition processing workforce by 75% while improving accuracy and fraud detection. Wisconsin’s DMV now processes every incoming document on a same-day schedule with 83% fewer physical touches. These results translate directly into faster service, lower costs, and greater public confidence in government operations.
OPEX has spent 50 years engineering automation solutions for demanding, high-volume environments. We partner with government agencies to design workflows that meet compliance requirements, fit existing infrastructure, and scale as document volumes grow.
